FOR BIDS
The City of Llano will receive bids for City of Llano Disaster Relief Project Raw Water Aeration System Improvements, Llano County, Texas (TCDP Contract No. 712127) until 11:00 a.m., local time on Wednesday, June 5, 2013 at City Secretary’s Office in the City Hall located at 301 W. Main Street, Llano, TX 78643. The bids will be publicly opened and read aloud at that time.
Bids are invited for several items and quantities of work as follows:
Install three surface aerators and two aerating fountains, including associated appurtenances, in the Llano River (City Lake) raw water impoundment area.
Bid/Contract Documents, including Drawings and Technical Specifications are on file at the office of the Engineer, HEJL, LEE & ASSOCIATES, INC., 321 Ed Schmidt Blvd., Suite 100, Hutto, TX 78634 (phone 512-642-3292).
Copies of the Bid/Contract Documents may be obtained by depositing $75.00 (non-refundable) with the Engineer for each set of documents obtained.
A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of Llano or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond.
A mandatory Pre-Bid meeting will be conducted on Wednesday, May 29, 2013 at 11:00 a.m. at City Hall, City of Llano, 301 W. Main Street, Llano, TX, 78643. Prospective bidders are required to attend to ensure their understanding of Owner’s bidding and contracting requirements. The Bidder’s must arrive and sign-in within fifteen (15) minutes of the scheduled start time of the meeting, otherwise the Bidder will not be allowed to submit a Bid for the project.
Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Agriculture Office of Rural Affairs and contained in the contract documents, must be paid on this project. In addition, the successful contractor must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex age or national origin.
The City of Llano reserves the right to reject any or all bids or to waive any informalities in the bidding.
Bids may be held by City of Llano for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the contractors qualifications prior to the contract award.

All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project.

The City of Llano is accepting sealed bids for the furnishing of all labor, materials, equipment, and incidentals required for Foundation Repair, Old Llano ‘Red Top’ Jail, Llano, Texas. The work will include, but is not necessarily limited to excavation, temporary shoring, underpinning with drilled concrete piers, and wood framing. This work is to be performed in accordance with the Project Manual prepared by Sparks Engineering, Inc.
Bidding documents may be obtained for $25 per set from the office of the Engineer or at the mandatory pre-bid conference. Checks should be made payable to “Sparks Engineering, Inc.”
MANDATORY PRE-BID CONFERENCE: Bids will only be accepted from bidders attending the pre-bid conference. The pre-bid conference will be held on May 16, 2013, at 10:00 a.m. at the Old Llano Jail, corner of Oatman and E. Haynie Streets, Llano, Texas.
BID SUBMISSION: Bidder’s name and address shall be placed on an outer opaque sealed envelope containing Bidder’s Bid, and the inner envelope shall be plainly marked “Foundation Repair – Old Llano ‘Red Top’ Jail”. Bids submitted in person, by courier, or by mail shall be delivered to the following address before 11:00 a.m. local time on May 29, 2013:

Owner reserves the right to reject any and all bids and to waive irregularities, technicalities, and informalities in the bidding.
All bids submitted will be irrevocable for a period of 60 days after the opening of bids. Owner intends to award the Contract to the bidder offering the best value to the City of Llano. Owner will consider the following criteria in determining the best value: (1) price, (2) reputation of the bidder and the bidder’s goods and services, (3) quality of the bidder’s goods and services, (4) factors including insurance coverage, schedule and qualifications for completion, and (5) ability to begin the project expeditiously. Although price will be given the primary consideration, the Owner will consider the other factors in determining best value to the project. The successful bidder shall furnish Performance and Payment Bonds in the full amount of the contract price.
